  • Traffic Access Management (TAM)
CMRPC made a presentation to update TCC on the progress they have made on this project.  CMRPC provided a brief overview of their methodologies and their explanation of expanding the project limits to Mount Pleasant Avenue.  TCC received a refined copy of the evaluation checklist for local access management programs.  TCC members also received a copy of the presentation and set of maps identifying land use, properties with multiple access points, and high-accident locations.  CMRPC also provided recommendations for short, mid, and long-term access improvements, which consisted of installing medians or a continuous two-way left-turn lane. TCC was receptive to the idea of a continuous two-way left-turn lane.  CMRPC will also make recommendations to rewrite town bylaws. A presentation to the Planning Board in a joint meeting with TCC is tentatively scheduled for spring.

  • Public Safety Building Traffic Signals
There continues to be issues with the traffic signals at the PSB, particularly with the observance of stop lines.  Traffic consistently fails to stop at the designated stop line, blocking the PSB driveway.  TCC had prepared comments to the clerk of the works while this project was in the design stage, but those comments appear to have been ignored.

  • Main and Shrewsbury Street Traffic Signals
TCC discussed the signal indications at the intersection of Main Street and Shrewsbury Street.  While the right turn from Shrewsbury to Main has a right arrow indication, the left turn has a solid green indication.  It also appears that this intersection could benefit from a change in the signal phasing, so that movements without conflict could be given green indications.

  • Other
  • The DPW did not plow town sidewalks following the January 8th snowstorm.
The intersection of Harris and Bullard does not currently have any stop signs installed, as previously thought.

  • Next Meeting:  Thursday, February 10, 2011.

  • Adjournment:  TCC adjourned at 9:23 pm.
